The Starfire that the girl likes is from Teen Titans Go!
TTG is a cartoon aimed at kids.
Starfire in the cartoon is nothing like Starfire in the comics, pre or post relaunch.

Starfire pre relaunch appeared naked, including in front of a young boy, slept with people without interest of a relationship, dressed scantily while performing super-powered acts, and was shown posing naked in water and drying herself next to a guy.
Post relaunch she appears in a bikini, including in front of a young boy, sleeps with people without interest of a relationship, dresses scantily while performing super-powered acts, and was shown posing in a bikini and drying herself next to a guy.
I've got scans to add if anyone needs me to prove these things (or just go read stuff before judging, and start with Titans #1 and Starfire's time with Animal Man in 52 to see the majority of things mentioned above).

The comic is rated T for Teens.
It is not meant for seven year olds.
If a child likes Starfire from Teen Titans Go! The cartoon series then their parental figures should buy them Teen Titans Go! The comic series!
If Teen Titans Go! the comic is too old for a child, then check out Tiny Titans.
There are always age appropriate comics.
Comics are not one size fits all.

DC is not doing wrong by this little girl.
Her mother is using her for her article, and exposing her to content that is outside of the recommend age range.

I have read every single release of the New 52.
I have been hearing the voices for and against this issue for over a week.
I'm very much over it.

Did Starfire start out as a character in the cartoon or a comic first?

Comic first.
Long, long, long before the cartoon.

First comic appearance of Starfire: 1980
First airing of the Teen Titans Go! cartoon: 2003
First release of the Teen Titans Go! comic based on the TV series: 2003
